В статье поднимается проблема ипотечного кредитования на первичном рынке жилья. Предлагается законодательно упорядочить процедуру оформления документов на строящийся объект с целью сокращения сроков легализации новостроек. Автором обоснован положительный социальный и экономический эффект от применения данных мер.
